He is renowned for his expertise in consulting, management, and staffing, and is known for implementing transformational leadership and evidence-based performance improvements. Dr. Daniel has held significant roles such as Regent for Northern Virginia and DC with the American College of Healthcare Executives and is an active member of several professional organizations. He has 21 years of service in the U.S. Navy, holds a doctoral degree in Healthcare Management from North Central University, an MBA from American Intercontinental University, a BS in Clinical Laboratory Sciences from Howard University, and an Executive Leadership Certification from Cornell University.

She has a proven track record of improving underperforming operations through process enhancements, cost reductions, and better patient care. Jozette is known for her strategic thinking, problem-solving skills, and commitment to operational excellence.

Ms. Lenora McMillian
Vice President of Business Development, PCS

Lenora C. McMillian has over 20 years of experience in program and project management, business systems analysis, and process improvement for Fortune 500 companies, government agencies, and military installations in the U.S. and Europe. Her accomplishments include leading the Department of Homeland Security’s airport infrastructure and screening programs, the Social Security Administration’s IT modernization, and the Maryland Transportation Authority’s toll operations renewal. Passionate about social and philanthropic work, Lenora has increased membership by 31% and led a $240k fundraising campaign for faith-based organizations. She studied Business Administration at American Intercontinental University, earned a Mastering Project Management certificate from Villanova University, and holds several industry certifications.
